its a start, but it wont do much without the displacment limits. There basicly making the tards drive nice for 1 weekend while they go to drivers ed, and then they can do what ever they want after that.
 Notice that kid that got clocked in town was driving with basicly the same restrictions that are preposed here, and it realy didnt do much to stop him. Now if you took away his ability to own a bike that big ie. stick him on a cbr 125, and he would have a real hard time doing a buck 90 on circle unless he had one heck of a tail wind.

That could be where a horsepower limit comes into effect? 

I dunno about other cities, but the fuzz around here don't carry around a dyno in the trunk.

That's all fine and dandy except when mods are applied that add (sometimes alot) more HP and who would enforce that? Or are they to assume noone mods their bikes and they should only go by the manufacturers technical numbers?

Granted, I agree that a limitation of HP/Displacement would be great, but there are problems with both and I was just pointing out one problem with going by power.

Which is really quite sad, because it's really the only way to prevent new riders from swinging their legs over models that they have no business being on.

There is no excuse, really.  Horsepower and displacement limits are in effect in numerous jurisdictions around the world.  If it can be done overseas, then it can be done here.  SGI just lacks the will to make it happen.

Is there cheating on restrictions in those jurisdictions?  You bet.  There are also some pretty serious fines and penalties in place if you get caught.  It's all about organization and enforcement.

Not at this time anyway. SGI plans to implement it the way it is, and closely monitor the effects of the GDL program over 1 year, 2 years, 3 years... whatever it takes to come up with some decent statistics. They will analyze them and make adjustments based on that, if needed.

I don't believe displacement limits are needed at this point. I predict that the program will produce "success" without it.

Yes, people can still ride irresponsibly even after taking the training course. Remember that it's not just 16 year old learning to ride. It's 30 year-olds and 40 year-olds too. How do you think they will like being forced to ride a sub-250 CC bike? (or whatever) Or sticking a 300lbs dude on a CBR 125? SGI is being liberal to cater to all people. If it doesn't work? I'm fairly certain they'll change it. Smiley

Remember people, SGI is testing the waters. Saskatchewan is unique and they'll develop/tweak the plan accordingly.

Are you judging the book by the cover?  You should read the synopsis of the book before making a snap judgment.

I'm doing the same thing all the squids are gonna do when SGI gives them that book.  Look at the cover, skim over 2 chapters and think "Now I'm rossi, lets hit the nearest Moto GP couse" aka ring road.  I don't doubt that it's a good book but its not the right one for 100% newbies which is who SGI is aiming at.

It's true, not everyone would have the patience for a 125, not to mention it would be useless for anyone who isn't small like me. Still I'm surprised there essentially isn't anymore restrictions, considering car graduated licensing has quite a few that were not originally in place.

Your going to end up with some pretty tricked out little bikes. Based on my personal observation starting on the smaller bike will build better riders over the long term.

they saidthey got rid of that so ppl can get more experience  in differnt riding conditions  and  from some of the ppl i know that  have riden on ther learners they didnt follow the rule anyways

Just a thought on the Hp/CC restriction. If that idea went through, next thing people would want is HP restrictions on Cars/Trucks too(its only fair right?). So I can't see that happening any time soon. And I'm glad they are getting rid of the distance restriction, cause our roads sucks to learn on. Black Hills would be a great training area IMO.

Not necessarily the best place to learn. Sure it's important to learn about cornering, but it's more important to learn how to ride safely in traffic. Hopefully, the training course will include some street time with the instructors.
